How much should an organization invest in learning to optimize the payback of a transformation?

Every transformation requires learning, from awareness to procedure to progress reports to ownership of the outcomes -- and even unlearning of the old ways of doing things. Learning will take place or the transformation will fail. At issue is whether that learning is cost-effective, timely, systematic, and appropriate. Does it take advantage of IBM's knowledge and expertise?
